JD Bernardy
State Representative for Rockingham 36
A Common-sense Constitutionalist
Serving Hampton Falls · Kensington · Newton · Plaistow · South Hampton
Service to country. Service to community. The same steady hand in Concord that he brought to the deep.
A Life of Service
From the silent service of a fast attack nuclear submarine to the people's House in Concord.
JD Bernardy is the Republican State Representative for Rockingham District 36, serving Hampton Falls, Kensington, Newton, Plaistow and South Hampton.
Long before he took the oath of office in Concord, JD took another one. He is a United States Navy veteran who served aboard the fast attack nuclear submarine USS Jack (SSN‑605) — duty that demands discipline, precision, and an absolute trust in the people beside you. Those are the habits he carried into 38 years of pharmaceutical development and now into every committee hearing and floor vote.

He is a father of four, and South Hampton has been his home town since 2000. This district is not an abstraction to him — it is the road he drives, the neighbors he knows, and the community his family calls home.
In the New Hampshire House, JD has become a leader on the Science, Technology and Energy Committee, where he works on the issues that decide how much Granite Staters pay to run their homes and keep the lights on. He has been the prime sponsor of legislation on energy policy, election integrity, fiscal responsibility, government accountability, judicial accountability and Constitutional principles. He has co-sponsored bills addressing law enforcement procedures, educational policy parental rights and patient rights.
It is a record built the New Hampshire way: with common-sense, a Constitutional foundation, grit and determination.
Principles Worth Defending
Clear, common-sense, Constitutional priorities, steadily pursued – for the five towns of Rockingham 36
Reliable, Affordable Energy
JD serves on the House Science, Technology and Energy Committee. He works diligently to advance grid reliability and promotes affordable electric power for all NH ratepayers. This includes a proper balance of natural gas, small modular and micro nuclear, solar, hydropower and emerging technologies.
Election Integrity
JD believes ensuring election integrity is fundamental to preserving trust in our government. This includes verifying secure voting processes, ballot security and transparent registration procedures with valid photo ID.
Fiscal Responsibility
Committed to the Republican principle that government must live within its means. Every dollar taken from a Granite State family should be spent with restraint, justified with evidence, and accounted for in full.
Supporting Law Enforcement
A key responsibility of any government is preservation of public safety and accountability. Upholding the equal administration of the law, protecting human life, treating everyone fairly and upholding fundamental Constitutional principles are benchmarks of JD’s commitment to all NH citizens.
Standing with Veterans
Supporting veterans makes a practical investment in the community’s well-being and honors the unique value veterans bring to society. Veterans make up about 7% of the Granite State’s population. A veteran himself, JD supports property tax credits, tuition assistance, and recreational benefits for NH’s veterans. He works with and supports trusted non-profit veteran organizations.
Government Accountability
Government officials and institutions should fairly serve the public interest, prevent abuse of power, steward public resources effectively and efficiently, and must be accountable for their decisions. Citizens have a right to access government records without unnecessary restriction.
Education Choice and Parental Rights
Student academic performance has dropped substantially over the past ten years. Costs have unacceptably risen faster than the rate of inflation. State support has grown by 17.4% on a per pupil basis. JD is an advocate for educational choice to provide the competition that will spur an improvement in educational performance and allow parents to find the best educational fit for their children. He further supports full transparency between the school and parents regarding their student’s performance and activities.
Judicial Accountability
JD has been an active advocate of efforts to bring fundamental due process back to the Family Court. Family Court Judges have been given the authority to waive virtually any Court Rules and expand or limit the scope of discovery in Court at their whim. The Court is incentivized by federal law to protract cases, keeping litigants coming back to Court over and over again, draining their resources. JD recognizes the current system is broken – it is regularly harming children and families – it is in need of a complete overhaul.
Patient Rights
JD worked in biotech/pharma drug development for 40 years, gaining approval to conduct clinical trials and market approval for new drugs. He has continued in the Legislature in expanding options for NH citizens to pursue potential improvements in their health with the right to try early stage developmental products designed to treat chronic and debilitating conditions. JD is a strong supporter of full and voluntary informed consent for all medical treatments and procedures.
US and NH Constitutions
JD has been an active member of the House Republican Alliance, an organization focused on reviewing all proposed bills for their compliance with the US and NH Constitutions. He strongly stands against bills that would encroach on our fundamental rights or adversely alter the structure of our government. He jealously guards the separation of powers. The founders of our republic and state drew heavily on the enlightenment principles of John Locke and they have served us well.
